What happened
At the Spectrum 2026 forum, Bureau 1440 frequency and licensing centre head Maksim Mysev said the company plans to begin commercial operation of the Rassvet low-Earth-orbit communications network in 2027. According to ICT-Online’s 22 October report, Mysev said commercial and government customers would be prioritised in the initial service phase.
Mysev also said that 252 spacecraft would be required for continuous global coverage. The same report said Bureau 1440 expects the constellation to reach 292 active satellites, including reserve spacecraft, by 2030, within a broader programme described as 383 spacecraft across 24 launches.
A separate 23 October report from Vedomosti quoted Bureau 1440 deputy general director Dmitry Agafonov saying the company plans to install satellite terminals on more than 500 Russian trains in 2027 and ultimately on several thousand. Agafonov said the technology first needs to demonstrate reliable operation before deployment is scaled to hundreds of trains. The railway terminal, 1440.Zemlya, had already been presented and was undergoing testing, so the new statement is primarily a scale and deployment target rather than evidence that mass installation has begun.
Evidence and limitations
Confidence: High for the fact that Bureau 1440 officials publicly stated these targets. Confidence is lower for the timing and scale of future deployment because the statements describe company plans rather than completed milestones.
ICT-Online directly attributes the 2027 commercial-service target and the 252-satellite coverage requirement to Mysev at Spectrum 2026. Vedomosti directly attributes the railway deployment figures to Agafonov. Computerra independently repeated the train figures and noted that mass deployment depends on successful testing.
The reports do not demonstrate that Rassvet currently provides continuous coverage, that 252 spacecraft will be deployed by the start of commercial service, or that more than 500 railway installations are contractually committed and funded. The reported 2030 constellation and launch figures are programme targets and should not be read as achieved capacity. Earlier Rassvet records also document a slower-than-expected launch cadence and individual spacecraft experiencing orbital difficulties, which remain relevant to the feasibility of the roadmap.
Assessment
The statements provide a more concrete transition point between Bureau 1440’s current demonstration phase and intended operational service. Previous public activity established working satellite links, industrial-site tests, integration with terrestrial mobile infrastructure and a growing terminal family. The new statements add an explicit 2027 commercial-service objective and a quantified near-term deployment ambition for railway terminals.
This does not resolve the gap between demonstrations and persistent network availability. In particular, the stated need for 252 spacecraft for continuous global coverage is substantially above the number currently in orbit, while the third production launch remained publicly outstanding in the most recent Latitudinal assessment. The roadmap therefore represents an official programme objective rather than evidence that continuous commercial capability is imminent.
Why it matters
A declared commercial-service year gives a clearer benchmark against which Rassvet’s launch cadence, orbital deployment and ground-terminal rollout can be measured. The plan to place terminals on more than 500 trains in 2027 also indicates that Bureau 1440 is preparing for deployment beyond limited demonstrations and industrial trials if the constellation can provide sufficient service availability.
For tracking purposes, the distinction between planned scale and demonstrated capability remains important. Future launches, railway installations, service contracts and coverage measurements will provide evidence of whether the 2027 target is being met or slipping.
